Introduction
Through the inclusion of strategic project approaches the EU or European Union has targeted to enhance their global influence and viability in different regions while also focusing on the public preferences and increasing the approaches related to overall sustainable development (EEAS, 2024). The development of this project proposal will focus on the response of the (OJ S 40/2024) to the opportunity of EU Funding and Tender while aiming to increase the profile of the EU within the Republic of Korea. Through the inclusion of appropriate engagement strategies related to people-to-people and also by developing partnerships with future benefits through this project proposal, the EU’s positive perceptions will be identified. The overall proposal will also focus on the development of a better alignment with the commitment of the EU and the SDG goals of the UN while maintaining the public diplomacy framework along with managing all the perfectly aligned priorities.
Project Overview
Aim and Objective
The main aim of this project is to increase the overall understanding of the EU among all the audiences of South Korea while organising several events with high impact through appropriate partnerships and a well-structured people-to-people approach to communication. While focusing on the aim of this project several objectives have also been identified those are:
- To increase the visibility and perception of the EU among the citizens of South Korea while incorporating strategic engagement and communication approaches.
- To develop a better partnership with the institutions of South Korea on a long-term basis while focusing on the involvement of 3 UN SDGs so that better promotion of collaborative and sustainable approaches can be done.
Project Rationale
The rationale for this project involves increasing the focus on the overall presence of the EU or European Union in the RoK or the Republic of Korea while maintaining all the global priorities. Through the development of this project, a better sustainable approach in both the cultural and education fields can be developed while also maintaining international relationships. Also, all three selected SDGs will further help in developing appropriate plans for the management of sustainable approaches in urban areas along with the maintenance of innovative education and resource management.
Justification and Expected Outcomes
By focusing on the rationale and objectives of this project the expected outcome involves an improvement in the perceptions of the public about the EU while also targeting to decrease all the global issues. Another expected outcome involves the enhancement of awareness about the initiatives and policies of the EU among all the citizens of South Korea (EEAS, 2024). The development of this project will also help in creating a better platform for further analysis of all the cultural and economic engagement approaches between RoK and the EU by maintaining the role of the EU as a leader.
Stakeholder Analysis and Communications
Proposed Consortium of Partner Institutions
There is a requirement for an appropriate analysis of all the stakeholders while focusing on the seriousness of this project and there is also a requirement to incorporate appropriate communication and engagement strategies so that collaborative approaches can be maintained by the EU. The development of this project involves a proper consortium or associations that need to focus on three main international institution partners to increase the management of networks, resources, and expertise (Costa et al., 2017). The consortium for this project will involve:
Seoul National University (SNU)
SNU will offer to be the educational partner for the development of this project as it is known as one of the top universities in South Korea and it has also access to many scholarly networks along with brilliant students and leaders (Seoul National University, 2024). The involvement of SNU will help in increasing the overall research while focusing on the inclusion of effective cultural and education programmes so that it can develop an alignment with the SDGs of the UN in this project.
European Cultural Foundation (ECF)
The presence of ECF will help in providing the required support toward the maintenance of public engagement by doing appropriate exhibitions and events along with several campaigns in the media platforms. The experience of ECF in promoting the cultural exchange approaches can help in understanding the values of other unions (European Cultural Foundation, 2023). The values of the EU in South Korea can also be justified through the involvement of this consortium ECF.
Korea-EU Research Centre (KERC)
KERC mainly focuses on innovation and research approaches while planning to develop better sustainable projects (KERC, 2024). The presence of this center can help in focusing on the priorities of the EU while identifying all the different areas of collaboration and targeting to maintain the selected UN SDGs.
Stakeholder Identification
Several stakeholders are related to this project and among them; the primary stakeholders are the EU or European Union delegation to South Korea as they are the main funder and also help in influencing the overall project while focusing on the specific priorities. The presence of the EU is important for the management of the goals of the project in South Korea (Christiansen and Kim, 2023). Furthermore, the next stakeholder is the Government of South Korea involving the Ministry of Sports, Culture, and Tourism. The government of South Korea is responsible for passing every permission while supporting the initiatives of any project.

Through the use of the above stakeholder matrix, it has also been identified that some other stakeholders are NPOs or Non-Profit Organisations, local media influencers, and education institutions. The NPOs in South Korea mainly help in the management of sustainable approaches while focusing on the maintenance of cultural change areas in locally available communities (Jang, 2017). The presence of all the local media and influencers along with the educational institutions helps in education and also influences the people in the community while changing the overall perceptions.
Communication Channels and Strategies
The involvement of effective communication approaches can help in focusing on the management of the success level in the projects while maintaining engagement strategies among the stakeholders and creating an alignment among the goals and information of the selected projects (Bahadorestani et al., 2020). For the success of this project, the involvement of digital communication channels like Slack and Microsoft Teams can help in maintaining collaborations and sharing information. Another important communication and project management approach or tool has been identified to be Trello, Asana which is capable of tracking down the deadlines and progress of all the tasks (Yeoh, 2023). Furthermore, all the external stakeholders like the EU delegation and the government of South Korea along with all the agencies of funds need to be provided updates through appropriate reporting facilities of communication. Lastly, through implementing sustainable campaigns while maintaining the selected three SDGs SDG 12, 11, and 4 a proper communication approach can be maintained.

Project Measurement and Outcomes
Through increasing the understanding and knowledge of the EU among the citizens of South Korea some of the specific areas need to be prioritise such as education, sustainability, and culture. Some of the important measurements that need to be included for the management of quality standards and control firstly involve the presence of regular reporting and monitoring practices. The stakeholders will be provided with progress reports quarterly while focusing on the visibility approaches of the EU and this can help in monitoring the outcomes of the selected UN SDGs as well. There is a requirement to meet the ‘bi-monthly’ status which helps in the analysis of any kind of challenges related to the development of the project (Kamble, 2019). For focusing on the quality management standards there is also a requirement of maintaining a risk register which will help in understanding the budget divisions while also developing plans for the management of the risks. Lastly, by focusing on the inclusion of a quality evaluation team all the reviews about the project will be identified for making long-term progress.

Overall, the development of this project will focus on the selected aim and objective related to the enhancement of the visibility of the EU among the citizens of South Korea while increasing the collaboration approaches by sustainable and cultural development. Through the inclusion of the selected three UN SDGs, this project will also focus on the development of a better alignment with the identified priorities. An appropriate timeline of about 48 months has been developed with a budget plan of about EUR 3,000,000 which will help in the overall management of the project. Several risks have also been identified which can create several challenges while targeting to fulfil all the identified objectives of the project.
Recommendation
To focus on the success of the project a proper recommendation plan can be identified starting with strengthening the stakeholder engagement approaches. There is a requirement to focus on developing regular meetings and workshops so that cultural approaches can be provided to increase the relationship (Bendermacher et al., 2017). Another recommendation for this project involves enhancing the communication strategies which can help in decreasing the employment of local consultants. The use of different communication materials needs to be translated into the language of Korea while targeting the audiences there Haddaway et al. (2017). Also, it is recommended to involve regular cultural training programmes for the enhancement of the collaboration approaches in both the EU and South Korea. Lastly, according to Morrison-Smith and Ruiz (2020), it is recommended to constantly review the financial strategies of the project so that the overrun of the budget can be decreased by also incorporating appropriate cost-saving measurements.
